using keybox xml to fetch RKP key?

with android phones switching to RKP would it be possible to use the keybox keys from older devices that are getting updated to rkp in order to fetch rkp keys? basically from what i can see it should be possible to send a certificate request to Google's servers as long as you have a valid keybox
