Add "New project" section #3
Description
Document all the steps that should be taken when a project is added. I'll start it, but please expand it.
- Ensure the project contains
Indicators_TargetsandData Referencetables that are PERFECTLY compliant. - Add record to the PFdb, and add in all the relevant details
- Think about testing strategy. It would be ideal if this battery of tests didn't run always, ONLY ran on pull-requests. That way we could add a lot of agility to everything. But don't know how to implement that
