[Feature] - Configurable Plot members for supports etc

Currently it's a bit hard to help other, either you have to do /editplot or assign the bypass permission for staff. 
It would be nice if you can assign roles (and also individual members) which will be added to all plot's. 
The question is if it's fine to do it via config, maybe a permission based approach would be better. Even i'm not sure how.
Need to be elaborated.
