fastly purge error when running drush

I'm encountering the following error on a project that has fastly (I'm not aware of all the conditions needed to be met) when running ddev drush cr

[error] cURL error 28: Resolving timed out after 3000 milliseconds (see https://curl.haxx.se/libcurl/c/libcurl-errors.html) for https://api.fastly.com/service//purge

[error] Unable to purge following key(s) [redacted] from Fastly. Purge Method: instant

There's been discussion (including input from Vit) about being able to easily disable fastly purging for local and CI environments

Not sure whether we're able to take advantage of the patch, but I don't think this is an issue linked to the addon.

Just to add. We could add something into our start-up process to disable fastly, but it might trip people up if they expect it to be there... I've added the example change into the linked branch for reference.
