Can't move camera with mouse when game is paused

I can't move the camera with the mouse when the game is paused. The only movement options are WASD.

Also, I can't pause the game when the camera or timestop are enabled.

I am running the game with reshade 4.6.1 version through FrostyModManager in DX11 using the following mods:
Instant Action Improvements
Arcade Maps

Could you provide more detail? Does the camera not work on the pause menu or when time is frozen?

Let's see: I run the game in windowed mode, through frosty mod manager, with SRWE to change the resolution anytime I want. This allows me to choose any resolution and aspect ratio. The starting point for these tests is normal gameplay: 1. If I pause the game (with Esc key) and then enable the camera, I can't use the mouse to look around, I just can move it forwards, backwards and sideways with WASD keys. I can open and close the OGC menu with no problem. 2. If I freeze time with F8, and then enable the camera, It works, I can look around. But then I can't pause the game to use the OGC menu. I can open the menu, but I can't move the mouse cursor to select the parameters. 3. If I enable the camera, I can't pause the game (with Esc key), it does nothing. I can freeze time with F8. I can open and close the OGC menu, but because I can't pause the game with Esc, I can't use the cursor to select the parameters. This happens both in arcade and instant action. This is as clear as I can tell you, hope this helps.
