[Feature] Cameras that are not PTZ should output a virtual camera that is cropped

Currently we input a non-PTZ camera that uses tracking features, rendering it unusable for other applications. Once the non-PTZ camera is in use it should output a virtual camera that is cropped by a user defined scale, virtually making it looks like the camera moves with the face. [Example: Zoom or NVIDIA Broadcast]
