XY Hole offset doesn't work properly

The holes don't appear to properly resize when using a "hole_xy_offset" in the configuration file sent to BeltEngine.

Can you provide a sample file and what the expected result would be?
Keep in mind that this is just a pre and post processor and that the normal cura engine is doing the actual slicing.
