[BUG] ARM patch release, dependent libraries are not listed

We released `azure-resourcemanager-network` this month, though when running patch-release-prepare pipeline, dependent `azure-resourcemanager-compute` and `azure-resourcemanager-containerinstance` library is not picked as release candidate:

Need to investigate why.
