Admin Menu Over Render #498

Describe the bug?
Inside of Admin Menu, after selecting player UUID, adding message, if error reported (screen popup), it over renders the current menu, but you can still click through.
Steps to Reproduce
(Non Admin or Error) Open Admin Panel in Big Menu, Select User, Add message, attempt user action via actions menu, error pop-up.
The expected behavior
The overrender message should be actionable / forward of the big menu, not behind.
