Create 'class and methods' structure for counter objects and proposal variance adjustments

Some consistent implementation of this will seriously clean up the code.

Each MH estimated parameter requires:

• proposal variance (typically standard deviation)
• total iteration counter
• acceptance counter
• acceptance ratio
• indicator for which acceptance adjustment method to use
