Create new Quarto-based template

• Create a general purpose report in Quarto to be accessed via RStudio templates for new Quarto reports.

Things to potentially include:

• CIDA logo
• Callout notes (for syntax)
• tabset section placeholders (for syntax)
• Session information (expandable)
