Update "about" to point to jgstew/besapi

Instead of pointing to https://git.psu.edu/sysman/python-besapi in the "about" for where the project moved to, can it be updated to point to https://github.com/jgstew/besapi as the new primary location?

I have been merging changes back to here occasionally, but the `besapi` module in PIP tracks my repo.
