Soil temperature versus surface air temperature in calculating fresh snow density

We use the first-layer soil temperature (stc) to calculate fresh snow density in IMS processing, whereas the Noah-MP model uses the surface air temperature (sfctmp). Should we maintain consistency with the Noah-MP model?
