A user can view a list of all the tags

Is your feature request related to a problem? Please describe.
It is hard to search for xkcd comics. In order to make searching for comics that relate to a particular topic, easier users should be able to see a list of all the available tags and select a tag from that list. Then users should be presented with the comics associated with that list.
