Update Sandbox manifest

Apply these fields to the Sandbox Registry's manifest if they are not already added:

            - name: IAM_COMMUNITY_ROLE_PUBLISHER
              value: ROLE_PUBLISHER
            - name: IAM_COMMUNITY_CLAIM_NAME
              value: community_name
            - name: IAM_CLIENT_ID
              value: RegistryAPI
            - name: IAM_URL
              value: https://login.sandbox.credentialengine.org/realms/CE-Sandbox

@jeannekitchens @chuang-CE from my understanding these settings are only required in Sandbox b/c this is not yet promoted to prod
