players from other teams example (team 0) can vote "move to spec" players from team 1 or other

team
someone could say that this is good when someone spams the chat and insults others

then maybe to prevent that we could add "/mute nickname" and then a special vote starts and

players can vote that person to be muted by server for X time (time set by admins in .cfg)
