Implement initial service deployment into AWS account from CLI

We need a way to deploy the service from the CLI for first-time users that do not have the service installed in their AWS account.

- Maybe an init command from the CLI?
- This would basically run the sls deploy
- This could be a suggestion if the user runs the deploy command but the cli cannot find the config in the parameter store
