Deprecated /technical_review command still referenced in /ce:plan prompt

Description

The /technical_review command has been removed, but the /ce:plan command still instructs the AI to use /technical_review.
This causes invalid command usage and should be updated to the correct command.

Steps to reproduce

Run /ce:plan
Observe the AI prompt still references /technical_review
The command is deprecated and no longer exists

Suggested fix

Update the prompt in /ce:plan to remove /technical_review and use the correct command instead.

I've submitted a fix for this in PR #247. Replaced all 6 references to the removed /technical_review with /ce:review in ce:plan and deepen-plan.
