Potential bug with oxidants update function in GOCART2G library

I am wondering if this is a bug in the `SulfateUpdateOxidants` function of the GOCART2G library. It is at Line [7401](https://github.com/GEOS-ESM/GOCART/blob/9ff3df9545dd582f415f682d3297e8c6c841e5cb/Process_Library/GOCART2G_Process.F90#L7041). I feel like it shoule be that `nymd_last /= nymd_current`, instead of `nymd_last == nymd_current`. I am not sure how big a difference it will make, though.
