Add TabSection Expand and Collapse mechanism

It appears that if there are 5 rows in a section then the section will auto collapse. I would like to be able to force this behavior with sections containing fewer rows.

Suggest adding a Expand and Collapse to Glimpse.Core.Tab.Assist.TabSection.

Not too bad. The opposite is already in place so this should be fairly straight forward.
