Description
Describe the bug
The GIS window does not show "Edit items" menu without creating a georeferenced base map. Also the GIS window does not show "Windfield analysis" menu unless GRAMM has been run.
To Reproduce
Steps to reproduce the behavior:
- Start new project
- Click on 'DOMAIN --> Open/Create map'
- You can see that the "Edit items" menu does not show up. See screenshot below.
- You also can see that the "Windfield analysis" menu does not show up. See screenshot below.
- Additionally, the "Windfield analysis" on the top menu is grayed out. See screenshot below.
Expected behavior
While I understand why the "Edit items" menu doesn't show up without a georeferenced base map, I am still able to add buildings, point sources, etc from the 'Edit --> Point sources' (for example) on the top. I think we should be able to create a project and run the model without having a georeferenced base map.
However, it does not make sense to me why the "Windfield analysis" menu is not available without GRAMM being run. In an old video, I can see that it was available without a GRAMM run:

Screenshots
After georeferenced base map added:
After GRAL run: (GRAMM not run)
- OS: Windows 11
- Version 24.11 (but I also noticed theses problems in version 22.09).
