AutopPerf installation error on NERSC (Edison)

Error detail:
Papi.h header file not found when running the installation om NERSC(Edison)
Problem exists even when prefix directory (custom directory) provided for installation

Steps to reproduce:

1. Login to NERSC Edison
2. Clone AutoPerf in a directory
3. Open the directory and run : python setup.py install or python setup.py install --prefix=
