[FS2_Open] Switching between Flight and Tactical mode doesn't work in-mission

After updating to v24, switching to Flight Mode back from Tactical Mode doesn't work anymore.

This seems to be a `FS2_Open` bug, rather than a LUA one, so will probably need to be investigate and fixed in the other repo
