Empty 'langdale' branch causes layerindex error #2
Description
layerindex sees that there is a 'langdale' branch, so it helpfully tries to find a 'conf/layer.conf' and create a LayerBranch. Since 'langdale' only has the LICENSE file, this fails.

ERROR: conf/layer.conf not found for layer meta-doom - is subdirectory set correctly?
Please consider removing the 'langdale' branch (or populating it with the actual layer contents).
