NativeServer test exits early (~60s)

XCTest exits after ~60s instead of the 1hr timeout. XCTWaiter.wait() isn't keeping test alive as expected. Need alternative keep-alive mechanism (RunLoop? Activity?)

Workaround: restart test when it exits.
