Coordinates in the C0 target list are not J2000

A user kindly pointed out to me that coordinates in the website's csv target list for C0 are not in J2000, but rather appear to be for the epoch of the campaign. Examples are high proper motion objects 202059188 and 202059198, whose coordinates differ from the EPIC values by ~2 and ~4 arcsec, respectively.

Before changing anything you need to confirm that this isn't an
equinox/epoch confusion.
