Enable form to set H1 content

The form submit button is currently disabled. Enable it when a user choose their primary language and at least 1 secondary language. And on Submit, change the h1 text to Compare {primary} to {secondary}. And I'll have to handle if more than 1 secondary language is checked.

Okay, this is done but remove the h1 from the DOM and instead create it then append
