Chart local time

The chart is not shown in local timezone.

HighCharts support timezone https://api.highcharts.com/highcharts/time.timezoneOffset

Could we add `time: {timezone: new Date().getTimezoneOffset()}` in Chart option at `app/components/Chart.jsx` ?

or provide option to set UI timezone?
