[ENHC] Add Equipment Level Parameterization End to End Test #244

Requested Feature/Enhancement
Once End to End Tests are reintroduced to LDAR-Sim V4, add a test to test setting emissions parameterization such as emissions production rate and emissions rate source in the equipment file.
Need for feature/Enhancement
There is a need to test this behavior thoroughly, however it is difficult to unit test, so an end-to-end test would be more suitable.
