Can't manually run the steam user migration

When I go to migrate the steam user login data I get an error about duplicate entries (1S111/1 Duplicate entry '9-76561198063494192' for key 'token_identifier') and it won't migrate the data. How can I fix this? A lot of our forum accounts were signed up through this login method and now that the data can't migrate most of our users have lost their accounts. I really need a fix for this soon as this is extremely problematic for me
