Sort out logger in `read_until_client/base.py`

We have disabled the logger in `base.py`, but now it is vendored (and unlikely to be updated by ONT), we could sort out the logger in there, enable it, and set all the log messages to debug, and log errors.

This would allow us to log missing strand classifications due to changes in the RPC in MinKNOW, or if a run is not on for better debugging.
