Clarify license

@jamesdunham I see that you added the MIT license to this repository, but the Terms tab on https://dataverse.harvard.edu/dataset.xhtml?persistentId=doi:10.7910/DVN/IG0UN2 says it's CC0.

Is there a reason this repository is MIT and not CC0? My intention is to integrate this data into Wikipedia, where my only options are CC licenses, and CC0 is the preferred one.
