Filler theme textures differnt color than ones in game

When you using the fillers with theme textures (Pavement Island for example) the pavement texture is the same one but darker and more yellow than the textures everywhere else, so it doesn't match up with sidewalks and such.

To Reproduce
Steps to reproduce the behavior:

1. Create a Filler island
2. Select Pavement Island

Expected behavior
It should be the same color, not sure why the color is different.
