Story

As a contributor
I want store documentation in a folder
so that its all in one place and when a bunch of other documentation comes in its not chaos

Acceptance Criteria

Choose either rules or scenarios and ensure they are verifiable from the perspective of the stakeholder

Rules

make a folder in the repo top level named documentation
instruct people to rebace and write their documentation in there.
move any other student made documentation into the folder

Scenario 1

Given there is a folder
when when someone wants to contribute a new document they start it in there or it gets moved to there
then any new documentation comes in

Documentation for both Decision-Makers and Maintainers is currently found in the directory https://github.com/MetroCS/cs3250_practice/decision_support

make a folder in the repo top level named documentation

This acceptance criteria wold put documentation for all projects within the repository into a subdirectory. Why is that an appropriate requirement? Why is "documentation" the only acceptable name for such a subdirectory? (It that because the conventional docs/ has already been used for website publishing?)

Forethought about organizing the project's documentation is a great intent. This issue just needs some clean-up.
