[Feature] resume all completed torrents #93

Is your feature request related to a problem? Please describe.
Suppose a user (me) has some inactive downloads and needs to stop all torrents at some point. Later I want to resume all torrents but only the seeding ones. In Web UI I'd simply go to the Completed filter, select all via keyboard or right-clicking the filter and resume. However, in the app I can only "resume all" and that one also resumes all downloads which is not what I want 99.9% of the time.

add new action "resume all completed torrents"
