Will Not Load World without EssentialCraft 3

We decided to remove Essential Craft 3 from our 1.7 modlist, and now the world will not load with DummyCore.

We know DummCore is not dependent on Essential Craft 3, but it doesn't want to load without Essential Craft 3.
