Add an option to fail the action instead of adding a label on conflict

When using branch protection and a strict policy on having the PR up to date to be mergeable, it would be good to have an option to fail the action instead of setting a label, so it is more visible that the PR needs manual intervention (and users get normally notified about failed actions).
