Add Bass Boost and Virtual Surround FX toggles to vendor_toggles.ini

These FX were recently identified and need to be added to the vendor_toggles.ini file. You can append them to the vendor_toggles.ini included with v1.5.1.2, and they will function properly on devices that support these FX.
