Updates to metadata in pace setup.py

The metadata of the pace package contained in its setup.py should be updated to include updated ownership information, while still retaining AI2 contributions.

I think a good way to do it would be to have setup.py name NOAA and have a Contributors + Readme points to AI2 foundational work

I think Florian's idea makes sense. This is already different enough from the AI2 version of Pace to distinguish it just from the framework/model split IMO
