Trim-clips API

Should be done server side;
Specify existing artifact, start time, end time.
Get start & end byte offsets (Packet)
Write header packet for where this packet was clipped from.
Generate a new artifact name.
Copy old file into new, and send back artifact.

Will need to be done via a process, or a worker thread on node (ideally in js as this is quite simple)
