Github: identify several repositories where Open Ethics tools/projects are worth mentioning

GitHub has numerous instruments which publish info on tools, including AI-related ones.

The current task involves listing some prominent "catalogue" repositories and repositories which are directly related to what we do.

Later what could be done is

1. sharing them with our community on the #resources subchannel on Discord (if relevant), for our members to also benefit from the findings & these other resources available.
2. making commits to these lists, maybe even on a regular basis (like 3-5 repos/month during a 3 month period), and proposing the Open Ethics tools by adding them to their database.
