Building of Docs is hanging

The doc building is taking a preventatively long time for github PRs:

Testing the develop branch on my mac hangs as well. Multiple attempts to have AI solve it have resulted in stumped AIs:

The Documenter hanging issue remains a mystery - it's clearly not a JPEC-specific problem since even makedocs(sitename="Test") hangs. This could
   be:                                                                                                                                            
  - A Documenter v1.16.1 bug on macOS                                                                                                             
  - Some environment-specific issue
  - A problem with the Julia 1.11.6 + Documenter interaction

I am less familiar with how this is all happening, and hoping @matt-pharr can provide a quick fix
