AUTOMATION - Add repo to dev leads when created

We need to add some automation that will automatically add an "Admin" permission to any repo that is added to the OpenMined organization to the Dev Leads team: https://github.com/orgs/OpenMined/teams/dev-leads

They should always automatically have admin access to every repo.
