If embedded PDF is disabled it's not supposed to be used

Describe the bug
If more than 100 PDF are exported or more then 100 Pdf are on the motion then the option for Attachments (pdf embedded) is disabled
If that's the case then the option should also not be executed

Additionally the fonts seem to be exported with every export

How to Reproduce

1. Have 100+ motions or 100+ attachments
2. export a motion with 1-100 attachments once (activate Attachemtsn (PDF embedded)
3. try to export all motions or the motion with 100+ attachments (the option Attachments... is be disabled
4. everything is exported
5. Look at the network tab of the dev-console the fonts are downloaded every single download

Expected behavior
If the option for Attachments (PDF embedded) is disabled then this option should not be executed with a download

The exorbitant font download is not pretty but for now okay, if the fix is complcated
