changeHasCollissions() should not return Collision with rejected Change recs #5675

Current behavior
Currently the function changeHasCollissions() returns true for rejected change recommendations if another change collides with the line
Wanted behavior
Rejected change recommendations should not count if collisions are calculated
They shoulod still be displayedin the motion/amendment detail
