[Arduino] 16x16 Incomplete

**Issue Location**
Arduino example sketch `arduino16x16.ino`

**Describe the issue**
- Out of date in-code docs on line 63
- No implementation of serial connection to Pi
- Needs further testing to ensure working pattern drawing (16x16 was never as well tested as 32x8)
