Use VIP's mu-plugins Tracks/Pendo library #3400

Is your request related to a problem?
We use our own implementation of Tracks under VIP environments. However, VIP has developed a Tracks/Pendo library in its mu-plugins, which we already use for Pendo as of version 3.19.0.
Describe the solution you'd like
Use the VIP library for both Pendo and Tracks, removing our own implementation from the plugin. Worth noting that Tracks/Pendo aren't enabled for environments outside of VIP.
