num_classes for CrowdHuman dataset

Hi,

I analyzed the code on debug for crowd human training.
I realized that although there is only 1 actual class(person) in dataset, the code considers "num_classes" parameter as 20 for crowd human. 

I did not get the idea, can you explain?
