Reconverting to svg format

Replace the icons with svg files which is a lighter format which will accelerate the loading of the page and overtou the design is cleaner. https://www.flaticon.com/packs/international-flags

That's not always true, it highly depends on the content, for complex flags I am pretty sure the SVG is heavier than the PNG, Korean flag for example is 6KB in SVG and 1.3KB in PNG.

But this change would very welcomed.

@plegall https://www.npmjs.com/package/svg-sprite does a very good job for generating a sprite.
Ideally we would generate the sprite on the server depending on the available languages (instead of loading every flags). But I don't know any PHP based sprite generator (but it's XML anyway, can be done manually).

and we should also mention that the lighter solution would be "no flag at all", because, after all flag!=language. It would be nice to have an option to hide flags. But that's another issue.
