Current State
PolicyEngine-UK has the two-child limit parameters (gov.dwp.universal_credit.elements.child.limit.child_count), but benefit cap removal may need:
- Verify benefit cap parameters exist and are configurable
- Test poverty analysis with benefit cap removal reform
- Document the combined impact pathway
